BBMP to survey the homeless, build 20 shelters in 5 weeks

BENGALURU : The Bruhat Bengaluru Mahanagara Palike (BBMP) on Monday decided to conduct a survey of the homeless and identify places where shelters can be built. It plans to make at least 20 shelters available in the next five weeks.

The move comes a day after TOI reported about government apathy resulting in thousands of shelter less people sleeping on the streets and pavements and under flyovers. Last week, another report had highlighted that police find an average of three unidentified dead bodies every month in KR Market and Majestic. As per the 2010 Supreme Court directive, Bengaluru needs at least 100 shelters. However, it houses only four.

A senior official from the welfare department said: After the meeting with the special commissioner, the DC orally directed all joint commissioners to identify the number of homeless people in each zone. Besides, instructions have been given to expedite the process of identifying places to construct more shelters.”

The official added that NGOs will soon be chosen to conduct the survey, which will not only provide a headcount of the shelterless but will also throw up details about the number of pregnant women, senior citizens and people with

“Providing a shelter is just one thing. The idea is to take care of them. In case of pregnant women or senior citizens, we also want to identify an on-call doctor who can rush to the spot in case of emergencies,” the official said.

According to the 2011 census, there are 4,647 homeless families in Bengaluru with a total of 15,333 people, but activists working for the rights of the homeless estimate the population to be at least 25,000.

“The census 2011 didn’t get the number right as we had only one night to count the number of homeless people; it’s impossible to ascertain the accurate number. Unlike citizens with addresses, these people don’t sleep in the same
place every night and we can’t find them during the day,”
the official said, justifying the fresh survey.

Special commissioner for welfare, Randeep D, said that survey will be an independent activity that will occur parallelly with the identification of areas for 20 shelters.

“The practical thing is to open at least 20 shelters on a war footing and then begin the process of building the remaining 80 that are needed. At the review meeting, we got to know that the process of finding land for night shelters has already begun in many zones,” he said.

City railway station, KR Market to be surveyed in 1st phase

In the first phase, the survey will be conducted in and around Krantivira Sangolli Rayanna or city railway station and bus stands, Subhashnagar, KR Market, Kalasipalya, Upparet, SJP Road, KR Road, Goodshed Road and surrounding areas.

“These areas are known to have a large number of homeless people, and we want to start from here. Subsequent surveys will be conducted in each of the eight zones,” the official said, adding that two shelters — one each in Yelahanka and east zones — will immediately be constructed using BBMP funds.
